Rethinking multisectoral and multistakeholder action to strengthen NCD responses: co-developing issue briefs ahead of HLM4

Ahead of next year’s Fourth High-level Meeting of the UN General Assembly on the prevention and control of NCDs, and the Second General Meeting of the WHO Global Coordination Mechanism on NCDs (GCM/NCD) in April 2025, preparations to develop technical resources and advocacy materials with GCM Participants and strategic partners are in full-swing.

Second General Meeting of the WHO GCM/NCD

Through its global network of Member States, UN Organizations, nongovernmental organizations, the private sector, philanthropic foundations, people with lived experience, academic institutions and other partners, the GCM/NCD is co-developing three thematic issue briefs on persisting challenges and emerging priorities in responding to NCDs at global, national and local levels. 

Co-developing issue briefs with GCM Participants

Each thematic issue brief is led by a GCM Participant organization, coordinating the content development and editing process based on country experiences and promising practices from around the world. Throughout November 2024, all GCM Participants are invited to provide input through an online consultation survey. The draft issue briefs will then be presented for discussion at the Second General Meeting of the GCM/NCD in April 2025 (exact dates to be confirmed).

The topics of the three issue briefs were compiled from a survey sent to all GCM/Participant earlier this year, and build on several recent key GCM/NCD publications, including the global mapping report and compendium report on multisectoral actions for NCD prevention and control,  the practical tool supporting Member States in reaching informed decision-making on engaging with private sector entities, and the WHO framework for meaningful engagement of people living with noncommunicable diseases, and mental health and neurological condition.

Issue Brief 1: Institutionalizing multisectoral action for sustainable collaboration for NCDs: How to incentivize and support durable multisectoral action

Led by the World Obesity Federation, a first issue brief will focus on how to optimize and sustain collaboration between different government sectors (ministries or secretaries) to improve NCD prevention and control, focusing on strategies to overcome barriers to institutionalizing multisectoral actions, creating conducive political conditions and skills, and strategies to incentivize government sectors beyond health to engage in multisector collaboration for NCDs.

Issue Brief 2: Advancing data-driven, evidence-informed multisectoral action: The role of multistakeholder data sharing and knowledge collaboration

Coordinated by the George Institute for Global Health, this second thematic brief will focus on sourcing, exchanging, and analyzing relevant data and evidence on NCD responses, risk factors, and determinants of health across diverse stakeholders and government sectors, co-creating knowledge within the evidence-to-policy paradigm, and using evidence synthesis to drive policy change, strengthen coherence, foster interdisciplinary partnerships, and promote continuous and collaborative learning.

Issue Brief 3: Advocating for government-wide multisectoral leadership for a coherent NCD response: Building narratives on the role and responsibilities of government sectors and other relevant stakeholders in and beyond health

Under the leadership of the NCD Alliance, the third issue brief will focus on identifying challenges and recommendations in building narratives that promote multisectoral NCD action, leveraging co-benefits and government-wide responsibilities towards people’s right to health. It will explore the role of sector-specific communication tools and the importance of including considerations around government-wide leadership, policy coherence, protection from undue influence, and the roles of other relevant stakeholders for effective multisectoral action.
